2019/20 Fiscal Analytic Snapshot: Kenya

Budgets can play a vital role in providing information to civil society, government stakeholders, and the public-at-large about the spending priorities of the government. Many donors that work on domestic budgeting have focused narrowly on transparency, as opposed to usability, of budget data. This limited functionality of budget and expenditure data constrains issue-based budget advocacy and the ability of CSOs to track governments’ progress against their prior commitments. The capacity of domestic institutions and CSOs to track budgets, conduct basic expenditure analyses, and compare them to actual service delivery outcomes is therefore highly lacking.

In 2019, the Institute of Public Finance Kenya and the Oxford Policy Management with support from Bill and Melinda Gates Foundation (BGMF) sought to develop annual fiscal analytical fiscal snapshot that will contain a set of outputs important to better policy results, track, analyze and present key annual budget data in a high-quality format that is domestically useful and internationally credible.
