IPF WORK IN ETHIOPIA


The project involves:


1. Providing technical assistance to the Federal Ministry of Health, Ethiopia

2. Costing of government investment in prevention and elimination of neglected tropical diseases across all sectors

3. Tracking of NTDs Health expenditure from all sources from the agents to the service providers and beneficiaries. This work is funded by END fund, New York.

The goal is to provide evidence for increasing domestic financing for NTDs and contribute towards more national and local ownership.


Quantification of government investments in NTDs and NTDs expenditure tracking at Federal and in Amhara and Oromia regions in Ethiopia

Summary:

 

The Ethiopian government has increased investments in NTDs program in recent years in line with the country’s 3rd National NTD Strategic and sustainability Plans for NTDs which covers the period 2021-2025 aiming to reduce the burden of NTDs on the population and to improve the quality of life of people affected by these diseases and the Addis Ababa Neglected Tropical Diseases Commitment of 2014 where 26 African countries signed and promised to increase domestic investment against NTDs.


However, these investments across several sectors and actual expenditures from all sources (public, private, and international) have not been systematically recorded. Estimating government investments in NTDs across sectors and tracking actual expenditures for NTDs is a prerequisite for an effective and rational allocation of domestic & international funding.  Both donors & governments need more reliable data on health spending in recipient countries to compare against program performance.


End Fund in collaboration with the Federal Ministry of Health in Ethiopia and with technical assistance from IPF aims to conduct expenditure tracking for NTDs & investment by the government towards the prevention and elimination of NTDs in Amhara and Oromia.

Information will help in evaluating the performance of the country’s third NTD Master Plan (2021-2025) as well as provide evidence for determination of level of government ownership as a key determinant for sustainable financing for NTDs as well as monitoring spending from specific sources (e.g., domestic vs external or public vs private), by matching political commitment with actual expenditures and by benchmarking spending against countries’ peer practices.


This is a significant step towards ensuring that Ethiopia is on track to achieve the Sustainable Development Goals (SDGs) related to NTDs. The data collected will help to inform policy and decision-making, and will ultimately lead to better resource allocation and spending and improved health outcomes for the people of Ethiopia.


Objectives

The overall objective of this study is to assist the MOH and the regional health bureaus in Amhara and Oromia regions quantify government investments in NTDs across sectors in Ethiopia as well as tracking NTD expenditures from all sources in the country

Specific objectives are to:

    1. To quantify government investments in NTDs across sectors in Ethiopia.2.
    2. To track total financial resources utilized in NTDs programs for FY 2022 in Ethiopia.

Scope of the project

Estimate the contribution made by the government of Ethiopia towards the control and elimination of Neglected Tropical Diseases (NTDs) across all sectors as well as NTDs expenditure tracking for FY 2022 (EC 2014) at federal and in Oromia and Amhara Regions.

Specific Deliverable:

     1. Inception report

    2. A detailed report outlining the total value of government investment in NTDs in Ethiopia         across all relevant sectors. Includes costing model and assumptions.

    3.A detailed report of the total expenditure tracking of financial resources utilized in NTDs         programs for the period 2020-2022 in Ethiopia.

     Two manuscripts- (i) Cost of government contributions towards NTD control and              elimination in Ethiopia,

                                     (ii) Total investments in NTDs control and elimination from all sources in Ethiopia.

    4.A policy brief for advocacy for resource mobilization.

Recruitment and training of Ethiopia-based temporary staff 3 Health Financing associate/supervisors and 10 data collectors/research assistants.  The research team was trained on the project scope, data collection tools, data collection procedures, data cleaning, entry and submission as well as ethical considerations during data collection. The training was overseen by Prof. Kioko.
